Mr. Minister:

1 thank you for the goodness which you have had to come in person to remit to
me the letter of His Excellency President Harrison, in response to the letter which I
addressed to him to announce to him the recall of Mr. Stephen Preston as Minister
Plenipotentiary and Envoy Extraordinary of the Republic of Haiti at Washington.

You know that it is always with very great pleasure that I see you. I am
therefore happy for the occasion which brings you here and for the good words
which you have said to me in favor of His Excellency President Harrison.

ln recalling Mr. Preston, the Government of Haiti did not any the less recognize
the great qualities which he has shown in his diplomatic career at Washington,
qualities which it is infinitely agreeable to me to see appreciated at their just value
by the Government of the United States.

I have the conviction that Mr. Hannibal Price who has replaced Mr. Preston
will be able before long to command the same sympathy and the same esteem of
the great American people, for his instructions are to use all his intelligence and all
his care in order to cause to be felt by the Government at Washington the good
sentiments which animate us toward the great starry Republic and the ardent desire
which we have to draw closer and closer our international relations.

Mr. Price possesses all that is necessary to attain this end. He will contribute
to it with head and heart.

You can therefore, Mr. Minister, assure His Excellency President Harrison
that the presence of Mr. Price at Washington is a new pledge to sincere friendship
between our two countries.
